In the interest of speed and workability, federal allocation of COVID-19 vaccine to states could be made based on these jurisdictions’ population size [...] One exception to a straightforward population-based approach to allocation of vaccine would be to withhold a percentage (e.g., 10 percent) of the available vaccine supply at the federal level as a reserve for deployment by CDC for use in areas of special need (identified through a vulnerability index) or to epidemiological “hot spots." If the infection is found to be spreading particularly rapidly in a particular geographic region or population group, it may be reasonable to prioritize allocating vaccines to that region or group.

Considering comorbidities in vaccine prioritization. Countries should use relevant local and regional data to identify the comorbidities associated with different levels of risk from COVID-19 (for example, significant versus moderate risk).

When further sub-prioritization is needed within frontline essential workers, that states may consider prioritizing: 1) locations where rates of transmission are highest, 2) workers at highest risk of severe illness based on age or underlying conditions, or 3) workers who have not had a documented COVID-19 infection in the previous 90 days.
Minnesota Guidance for Allocating and Prioritizing COVID-19 Vaccine
Vaccine doses will be allocated to every region in Minnesota based on two factors:
Population of health care personnel and long-term care facility residents within each region.
Population residing in vulnerable census tracts identified by the Social Vulnerability Index (SVI)
Overview of COVID-19 vaccination strategies and vaccine deployment plans in the EU/EEA and the UK
All 31 EU/EEA countries and the UK responding to the ECDC survey have started evaluating available information with the goal of establishing interim recommendations for first priority groups for vaccination. Those that have already published recommendations have primarily prioritised elderly people (with various lower age cut-off across countries), healthcare workers and those persons with certain comorbidities.
